The Gunners had offered Ramsey, 27, a new contract but the talks broke down with the deal eventually being withdrawn.
The player has now conceded his future lies away from the Emirates but will remain with the club until the summer.
Manchester United are among the sides interested in landing him and Everton have now joined them.
It’s reported Marcel Brands, the Toffees’ director of football, is putting together a package to attract the player which could see him get a £15million signing-on fee and a five-year contract worth £150,000.
Liverpool and Chelsea are also looking into the possibility of a move for Ramsey and monitoring the situation closely.
The Welshman can talk to foreign clubs from January 1, 2019 and this could allow Juventus and AC Milan to get their offers in first.
However, the two-time Premier League winner will be able to train with clubs from next month and Marco Silva is reportedly eyeing up Nasri as cover to talisman Gylfi Sigurdsson and summer signing Richarlison.
According to the Daily Mail, the struggles of £27million signing Cenk Tosun have caused concern amongst Silva and the rest of his Toffees staff.
The former France international arrived in England back in 2008 and initially struggled to make a massive impact at the Emirates after being billed as the next Zinedine Zidane.
It was in the 2010-11 season where the playmaker began to show is best form, resulting in Manchester City swooping in. He left in 2017 after his sole season on loan with Sevilla, before the drugs ban came into account.

Everton striker Oumar Niasse could get a possible escape route out of the club as Galatasaray consider a second loan offer in January, according to Fanatik.
After a tough time at Goodison Park, the Senegal international was the subject of intense transfer speculation in the summer, with Toffees boss Marco Silva seemingly not a fan of the forward.
Niasse, 28, looked set to leave Goodison Park in the summer but Everton pulled the plug on a proposed loan move to Galatasaray at the last minute.
The striker, who is yet to score in six appearances so far this term, remains unhappy at his bit-part status on Merseyside and is keen to assess his options.
Niasse could be offered another potential escape route with Galatasaray preparing a second loan bid.
The Turkish giants are unable to bring in the Senegalese forward permanently due to Financial Fair Play regulations but are confident of snapping him up in January.
